Recalling resolution 302 (IV) of 8 December 1949,
Having examined the reports of the United Nations Relief and Works Agency for Palestine Refugees in the Near East and the Secretary-General on relief for Palestine refugees,
Notes the insufficient contributions for the program authorized in paragraph 6 of resolution 302 (IV), urging non-contributing governments to make voluntary contributions;
Recognizes the need to continue direct relief as per paragraph 6 of resolution 302 (IV);
Authorizes the Agency to continue providing direct relief, estimating $20,000,000 needed for the period 1 July 1951 to 30 June 1952;
Considers the reintegration of refugees into the Near East economy essential for peace and stability, emphasizing repatriation or resettlement;
Instructs the Agency to establish a reintegration fund for permanent refugee resettlement projects;
Estimates a need for at least $30,000,000 in contributions for the reintegration fund from 1 July 1951 to 30 June 1952;
Authorizes the transfer of funds from current relief and works programs to reintegration projects as circumstances permit;
Requests the General Assembly President to appoint a Negotiating Committee to consult with States on contributions for:
(i) The current relief and works program ending 30 June 1951;
(ii) The relief and reintegration program for the year ending 30 June 1952;
Authorizes the Secretary-General to advance up to $5,000,000 from the Working Capital Fund for operations, to be repaid by 31 December 1951;
Calls upon the Secretary-General and specialized agencies to coordinate technical assistance with the Agency's programs;
Appreciates the assistance from UNICEF, WHO, UNESCO, IRO, ILO, and FAO, urging continued support;
Commends the ICRC, League of Red Cross Societies, and American Friends Service Committee for their distribution of relief supplies;
Thanks various religious, charitable, and humanitarian organizations for their supplementary assistance to refugees, urging them to expand their efforts;
Extends appreciation to the Director and staff of the Agency and the Advisory Committee for their dedicated work.
Note: On 4 December 1950, the General Assembly President appointed a Negotiating Committee comprising Canada, Egypt, France, India, the United Kingdom, the United States, and Uruguay.
