Despite strong opposition from Israel and Jordan, the General Assembly reaffirmed its goal of placing Jerusalem under a permanent international regime, directing the Trusteeship Council to draft a Statute for the city. The Resolution passed with 38 votes in favor, 14 against, and 7 abstentions. Most Catholic, Muslim, and Communist states supported it, while Canada, Costa Rica, Denmark, Guatemala, Iceland, Israel, Norway, South Africa, Sweden, Turkey, the UK, the US, Uruguay, and Yugoslavia opposed it. Chile, the Dominican Republic, Honduras, the Netherlands, New Zealand, Panama, and Thailand abstained.

The General Assembly,

Recalling resolutions 181(II) of 29 November 1947 and 194(III) of 11 December 1948,

Having examined reports from the United Nations Conciliation Commission for Palestine,

I. Decides regarding Jerusalem,

Affirming the principles of its previous resolutions, especially the one from 29 November 1947, as a fair settlement,

To restate its intention for Jerusalem to be placed under a permanent international regime, ensuring protection of the Holy Places, and to confirm provisions of General Assembly resolution 181(III):

1) Jerusalem will be established as a corpus separatum under a special international regime administered by the United Nations;

(2) The Trusteeship Council will act as the Administering Authority;

(3) Jerusalem will include the current municipality and surrounding villages and towns: Abu Dis to the east, Bethlehem to the south, Ein Karim (including Motsa) to the west, and Shu'fat to the north.

To request that the Trusteeship Council, in its next session, complete the Statute of Jerusalem (T/118/Rev. 2), omitting inapplicable provisions, and introduce amendments for greater democratization. The Council must adopt and implement the Statute without interference from any government.

II. Calls upon concerned States to formally commit to these resolutions in good faith, guided by their obligations as United Nations Members.
