Assistance to the Palestinian refugees crisis (Al Nakba):

WHEREAS the issue of providing urgent relief to Palestine refugees is critical, and the UN Mediator on Palestine highlighted the need for immediate action in his progress report of 18 September 1948, emphasizing the choice between saving lives or permitting many to die,

WHEREAS the Acting Mediator, in his supplemental report of 18 October 1948, stated that the refugee situation is critical and that aid must be significantly increased to avert disaster,

WHEREAS alleviating the conditions of starvation and distress among Palestine refugees is essential for the success of the United Nations' peace efforts,

THE GENERAL ASSEMBLY

Thanks the governments, organizations, and individuals who have given assistance.

Considers, based on the Acting Mediator's recommendation, that approximately $29,500,000 is needed to provide relief for 500,000 refugees from 1 December 1948 to 31 August 1949, with an additional $2,500,000 required for administrative expenses.

Authorizes the Secretary-General to advance up to $5,000,000 from the UN Working Capital Fund, to be repaid from voluntary contributions.

Urges all UN member states to make voluntary contributions in kind or funds to meet the required amount, and accepts contributions from non-member states as well.

Authorizes the Secretary-General to establish a Special Fund for contributions.

Authorizes the Secretary-General to expend the funds received.

Instructs the Secretary-General to establish regulations for the administration and supervision of the Fund.

Requests the Secretary-General to take all necessary steps to extend aid to Palestine refugees and to establish the required administrative organization, inviting assistance from appropriate agencies and voluntary organizations while maintaining impartiality.

Requests the Secretary-General to appoint a Director of United Nations Relief for Palestine Refugees to oversee the relief program.

Agrees to convene, at the Secretary-General's discretion, an ad hoc advisory committee of seven members to advise on matters of principle or policy.

Requests the Secretary-General to continue and extend the current relief program until the new machinery is established.

Urges the World Health Organization, Food and Agriculture Organization, International Refugee Organization, United Nations International Children's Emergency Fund, and other organizations to promptly contribute supplies, personnel, and services to relieve the plight of Palestine refugees.

Requests the Secretary-General to report to the General Assembly at the next regular session on the actions taken as a result of this resolution.
