Direct talks relaunched in September 2010 after nearly two years but broke down later that month when the moratorium expired. Netanyahu refused to extend it unless the Palestinian Authority recognized Israel as a Jewish State, a proposal rejected by Palestinian leaders. The breakdown was criticized by European countries and the U.S.
The negotiations were part of long-standing peace efforts, with Obama prioritizing the conflict's resolution upon taking office in 2009. Despite initial optimism and U.S. diplomatic efforts, including Obama’s Cairo speech advocating for a two-state solution and a settlement freeze, significant challenges remained. Netanyahu's June 2009 speech endorsed a demilitarized Palestinian state under specific conditions, but ongoing settlement construction and Palestinian demands for a complete halt to settlements created hurdles.
A 10-month settlement freeze in the West Bank was implemented in November 2009 but did not extend to East Jerusalem, leading to Palestinian rejection of the gesture. U.S. efforts continued, with indirect talks starting in March 2010 and direct negotiations beginning in September 2010. However, attacks by Palestinian factions and disagreements over settlement construction led to a stalemate.
By October 2010, the peace talks halted as the settlement freeze ended. Netanyahu offered a renewed freeze if the Palestinian Authority recognized Israel as a Jewish state, which was rejected. U.S. incentives to extend the freeze also failed to revive the talks. Subsequent international efforts, including a French offer for peace talks, highlighted ongoing attempts to restart negotiations, but the path to a lasting peace agreement remained elusive.
