Arizona Proposition 203 was a voter-led proposition that required all ELL-students to be taught in English-only classrooms. Originally, ELL students were required to have 4 hours per day of English instruction, although this was later amended to 2 hours per day. Outside of ELL classes, ELL students remain in regular, English-speaking-only classrooms. Students can leave ELL education by passing the AZELLA, Arizona's state English proficiency test, or by receiving a parental waiver (although they still must pass the AZELLA; the waiver just waives the class hour requirement).

As of 2024, Arizona's Prop 203 remains the only English-only education law on the books in the United States as other state-specific language bans have been since repealed. There have been efforts to repeal Arizona's law as well, but so far, these have failed.

Since passing, ELL students in Arizona have been at a disadvantage, and particularly Native students have felt unheard and have not received an equal education to their peers who speak English natively.
