5 year plan during which US would provide political/military/economical assistance to contries under communist threat (ex: Turkey and Greece), to rebuild and contain (reduce apeal of communisme) -> available to all states but USSR made their satelite states refuse (ex: Cechia)
= SHIFT in US policy (international)
