1939: The U.S. Congress authorized a permanent peacetime military force and created more opportunities for women to participate in the military. Policies allowing for the permanent integration of women into the military following their participation during
WWII are passed in 1948. In cases where citizenship was being defined, it can be
observed that singling out homosexuality mattered most to the state, and lesbianism
maintained the existing gender hierarchy.
