Dec. 1941: The attack on Pearl Harbor filed a sense of national outrage and further fears of infiltration. The 1798 Alien Enemy Act was enacted to grant US government wartime authority to detain and deport citizens of enemy nations residing within the country. This led to the mass arrests of German, Italian, and Japanese citizens as “enemy aliens.” Notions of how the Japanese are more inclined to disloyalty led to Japanese Americans being the most targeted.
