The Peel Commission, established in 1936 to investigate the conflicts in Mandatory Palestine, concluded in its 1937 report that the Mandate was unworkable and recommended partition. The British cabinet sought further details before endorsing the plan, leading to the appointment of the Woodhead Commission in 1938 to devise a specific partition strategy.
The proposal for partition was met with strong opposition. Arab leaders unanimously rejected the plan, condemning the concept of a Jewish state and insisting on an independent Palestinian state with protected minority rights. They demanded a halt to Jewish immigration and land purchases, viewing the proposed Jewish state as a betrayal of British promises.
The Jewish response was mixed and marked by division. While the 1937 Zionist Congress did not outright reject partition, it did not accept the proposed boundaries, empowering its leadership to seek a more favorable arrangement. Some Zionist leaders saw the plan as a stepping stone towards further expansion and eventual control over all of Palestine.
This period of contention illustrated the deep divisions between Arabs seeking independence and Jews aiming for a national homeland, setting the stage for continued conflict over the region.
