Wilson’s 1918 peace proposal calling for open diplomacy, a reduction in armaments, freedom of commerce and trade, the establishment of the League of Nations, and national self-determination.
--> Open Covenants of Peace: No secret treaties should be made between countries.
--> Freedom of the Seas: Navigating the seas should be free in both peace and war times, except as international law may dictate.
--> Free Trade: Removal of trade barriers and equal conditions of trade among all nations.
--> Arms Reduction: Countries should reduce their weapons to the minimum needed for domestic safety.
--> Colonial Claims Adjusted: Interests of the colonizing power and the colony's people should be considered equally.
--> Russian Territory: Russia should be allowed to operate its government without interference, and all Russian territories should be evacuated by foreign troops.
--> Belgian Sovereignty: Belgium should be evacuated and restored to its pre-war state of sovereignty.
--> French Territory: All French territory should be freed, and the invaded portions restored, including Alsace-Lorraine to France.
--> Italian Borders: Italy's borders should be adjusted along clearly recognizable lines of nationality.
--> Self-Determination for Austria-Hungary: The peoples of Austria-Hungary should be allowed to live in autonomous states.
--> Balkan States and Turkey: The Balkan states should be guaranteed sovereignty and the Dardanelles should be permanently opened to all ships. Turkey should be assured its sovereignty but other nationalities under Ottoman rule should be guaranteed security and self-determination.
--> National Self-Determination for the Peoples of the Austro-Hungarian Empire: The non-Turkish peoples of the Ottoman Empire should be assured an opportunity to autonomous development.
--> An Independent Poland: Poland should be independent and have access to the sea.
--> League of Nations: Establishing an international organization to guarantee political independence and territorial integrity to large and small states alike.
