In 556, Emperor Justinian I faced another significant revolt, this time involving both Jews and Samaritans who joined forces and initiated their rebellion in Caesarea in early July. The rebellion unfolded as follows:

The Jews and Samaritans in Caesarea launched an attack on the Christians in the city, resulting in the deaths of many Christians. They also targeted churches, looting and plundering them.
Governor Stephanus and his military forces faced intense pressure during the uprising. Stephanus sought refuge in his own house but was ultimately killed.
Upon hearing of the rebellion, Amantius, the governor of the East, was tasked with quelling the revolt after the widow of Stephanus reached Constantinople to report the situation.
Despite the involvement of the Jewish community, the rebellion garnered less support compared to the previous revolt led by Ben Sabar. The burning of the Church of the Nativity in Bethlehem indicated that the rebellion had spread southward.
Estimates suggest that between 100,000 to 120,000 individuals were killed in the aftermath of the revolt, while others were subjected to torture or forced into exile. However, it is likely that these numbers are exaggerated, as the punishment appears to have been limited primarily to the district of Caesarea.
