This falls underneath "Expression of Sentiments #1" section in the Omaha Platform. This adoption was decided around the 1892 Presidential Election and was a decision left to the state governments to decide (The state of Kentucky was the only state that did not want a Secret Ballot).
A secret ballot is a way you are able to vote without it being known who you are voting for.
