In 294 Murong Hui shifted his following—which may by then have consisted of
some ten to twenty thousand persons—to Jicheng 棘城 (near modern Jinzhou 錦州 in
Liaoning),

....Murong Hui’s son
and heir established a Chinese-style school for the children of his officials, and
personally supervised examinations.47 For all their encouragement of
Chinese culture and active association with Chinese people, however, power—
especially military power—continued to be held closely in Murong Xianbei hands, and
they apparently maintained a deep-rooted Murong consciousness and organization.48
