A couple of months after the Yalta Conference, the Potsdam Conference took place. By this point, Hitler had committed suicide and Germany had surrendered. However, there were more changes than just that:
- Stalin's armies occupied most of Eastern Europe: This led to a big fear of communism due to Stalin leaving his troops in Eastern Europe rather than withdrawing them. Stalin insisted that this was a defensive measure for the USSR.
- America had a new president: By the time the Potsdam conference was taking place, Roosevelt had died and was replaced by Harry S Truman. Truman was much more anti-communist, much more suspicious of Stalin, and had little to no experience with international tension
- Allies had tested an Atomic bomb: Truman had informed Stalin about this which led to tension as it felt like a threat.
What were the disagreements in Potsdam due to these changes?
- Germany: The USSR wanted to destroy Germany because of its 20 million dead, the US didn't want to repeat the TOV and didn't want to be too harsh = didn't know what to do with Germany
- Reparations: Countries were all given reparations from within their own zone in Germany, the USSR was given reparations from its own zone plus 10% of the other zones in exchange for agriculture, but the USSR didn't accept the exchange = reparations unsolved
- Sphere of influence: Stalin had won the right to a sphere of influence, but now with Truman in charge he did not like the idea of it = tension within the sphere of influence
Why did tensions between the USSR and the US rise at the Potsdam conference?
- The USSR was not giving free elections in Poland like it had been discussed in Yalta
- New leaders (Britain and US)
- Bomb testing meant that the US was less cooperative and led to tension and mistrust
- Disagreements over reparations
- Russians in eastern Europe not leaving meant the west felt threatened
