Virginia Plan (Bicameral and rep. on pop size) vs. New Jersey Plan (unicameral and each state w/ equal rep.)

Great Compromise (Bicameral -> senate (2 reps. each) and house of representatives (# based on pop.))

Taxes would start in house of representatives (more representative of actual population)
