During Clinton's first term, many of his legislation's were denied or rejected. Examples like gays being legalized in the army branches and a type of healthcare he wanted to propose. These ideas were rejected and seemed very rare to happen as congressional elections were taken over by Republicans. Brief government shutdowns showed that people favored Clinton's policies and that the Republicans were the ones to blame according to opinion polls. This would help Clinton in winning the people's vote and vote in Congress also.
