Public Ownership of Railroads, Telephone, and Telegraph (Transportation): Federal control of the railroads was placed in the hands of the United States Railroad Administration, established in January, 1918. The Administration was headed by Secretary of the Treasury McAdoo, who had been appointed Director General of the Railroads, and its membership included most of the executives who had served on the Railroads' War Board.
