The Provisional Government of the Republic of China is established in Nanjing. It is a democratic, parliamentary government. However, the Qing Dynasty was not completely defeated, still ruling the north of China.
General Yuan Shikai of the Qing Dynasty controls a force called the New Army, which is the most effective force in the QIng Dynasty.
The newly born democratic government is unable to eliminate the remnants of the Qing Dynasty, so it decides to make peace with Yuan Shikai. If he can disband the Qing government and recognize the legality of the Revolution, then the Parliament will allow him to become president of the provisional government. Yuan Shikai agrees to the new agreement, but in fact he wanted to become a dictator rather than a president.
