The OSO is rebranded into the Strategic Hazard Intervention, Espionage, and Logistics Division. Gen. Chester Phillips is appointed Executive Director. It merges and takes over the duties for other intelligence agencies. It also absorbs the squad of super soldiers commanded by Lt. Col. Rogers.
