William D. Boyce was an American businessman and millionaire who owned numerous newspapers in the United States and Canada as well as a publishing company. Boyce believed very much in the outdoor activities and leaning new skills of the BSA and felt they were necessary and important to develop leadership and responsibility in boys' life, especially those boys who grew up in the cities, turning them into men.It would also be a fun experience for them to have. After meeting Sir Robert Baden-Powell, W. D. Boyce incorporates an organization of the Boy Scouts of America under the laws of the District of Columbia. According to record N011695 at Washington, D.C.-based Department of Consumer and Regulatory Affairs, the BSA was founded at 11:03 a.m. It would also connect the boys and learn survival skills.In 1941, a memorial statue to honor the Founder of Scouting was made near Boyce’s gravesite in Ottawa Avenue Cemetery. The statue, was a copy of one standing in front of the Boy Scout Building in Philadelphia at that time, was designed by R. Tait McKenzie and authorized by the Boy Scouts of America.
