this meeting was called by King Charles II to address the issue of succession, as his brother James, who was a Catholic, was next in line for the throne. The Whig Party, who were opposed to James's succession, tried to pass the Exclusion Bill, which would have excluded James from the line of succession, but the bill was defeated in the House of Lords. The Parliament was dissolved shortly thereafter by the king.

Charles being clever
The Second Exclusion Parliament was held in Oxford in 1681 because the King feared that London, which was a Whig stronghold, would be hostile to the Tories. By holding the Parliament in Oxford, Charles hoped to increase the chances of securing a Tory majority that would support his policies and thwart the Whigs' attempts to pass the Exclusion Bill
