After the restoration of the monarchy in 1660, there was a growing concern in England about Catholicism, Charles II himself was suspected of being too sympathetic to Catholicism, and some of his key advisors, including the Earl of Shaftesbury and the Duke of Monmouth, were known for their anti-Catholic views.
Despite this, there were still some Catholics in positions of power, and there were fears that Catholicism was making inroads into English society. In 1673, Charles issued the Royal Declaration of Indulgence, which suspended the laws against Catholics trying to establish religious toleration.
The Test Act of 1673, which required all officeholders to take an oath of loyalty to the Church of England and renounce Catholicism, was seen as a response to these fears. There were also a number of anti-Catholic riots in London . Overall, the period from 1660 to 1670 was marked by a growing fear and suspicion of Catholicism in England.
