This achieved a few things:
It penalized employers who knowingly hired undocumented immigrants.
Provided an opportunity for legal status to those immigrants residing in the United States since January 1982 and the opportunity to obtain work permits, which with this policy would allow for the continuation of their work.
It also increased fund for border patrols and punished anyone caught of document fraud.
