Congress banned the importation of "any negro, mulatto, or any other person of color" due to the Haitian revolution starting an uprising of anti-slavery campaigners.

Change can be seen as blacks are no longer allowed to immigrate freely; however, continuity can be seen due to reoccurring racism within America.
