1) Simon Commission grievances
2) 1st RTC: Non-INC parties demanded union with Br. India + 565PS
3) 2nd RTC: Demand of federation + Responsible govt at centre + PoornaS rejected
4) 3rd RTC: Very low participation
5) HRA + HSRAV + IRA + CDM = Pressure for reform

1) Bicameral legislature at center - Federal assembly + Council of States
2) R2vote but based on income & edu criteria

1) Dyarchy ended, all subjects now transferred subjects under PLA & ministers
2) Fully resp. govt.
3) Direct elections with separate electorates
4) COM headed by Premier (CM) resp. to PLA
5) Governor powerful
6) Bicameralism in 6/11 provinces - Bengal, Bihar, Bombay, Madras, Assam and the United
Provinces wiith UH and Lower House

6) Viceroy reserved all rights
7) 80% budget still not votable
8) Central govt cont.

Result:
1) No mention of Dominion status
2) No resp. govt at centre
3) INC demanded elections in 565PS
