Reasons:
1) Br. states wanted a share of EIC's profit
2) Bengal Famine hurt White Man's Burden
3) Corruption of EIC officials
4) Clive & Hastings wanted legitimacy with state

Result:
1) G(Be) elevated to GG(Be), G(Bo) & G(Ma) subordinated
2) Supreme Council of Be created
(i.e, council of GG(Be) for democratic decisioning)

because of famine EIC had to take loan from British state
4) 1st SC @ Calcutta in 1774
SC @ Madras in 1800
SC @ Bombay in 1823

Problem:
1) Ambiguity in jurisdiction of SC@Calcutta & GG(Be) = (resolved 1781 Amending Act)
2) No veto power to GG(Be) = (resolved 1786 Amending Act)
