1) Dilemma of sovereignty of Br. state or EIC over territories

2) Board Of Control (BOC) setup (under Br. State) to control CMR (Civil, Military, Revenue)
Size: 6 (SoS, Exchequer, 4 privy council)

3) COD controlled commercial matters

4) Dual control over GG(Be) (i.e, BOC &COD) , also headed G(Bo) & G(Ma)

5) Control over principal servants (such as GG(Be), G(Bo), G(Ma), CIC)

6) To eliminate stalemate situation, SCOBe size reduced to 3, more power to GG(Be)

7) Ban on imperial expansion

Impact:
1) No veto power to GG(Be) (got in Amending Act,1786)
2) Conflict b/w CIC and GG(Be)
