Supported by the old tsarist civil service, army officers and the police.

PETROGRAD SOVIET:
Executive committee made up of socialist intellectuals
Members of the executive committee were elected
Considered to be a more democratic, less elitist organisation than the Prov Gov by workers, soldiers and peasants.
- AIMED TO END THE WAR & PROTECT SOLDIERS/WORKERS RIGHTS
