NJ plan: The New Jersey Plan was designed to protect the security and power of the small states by limiting each state to one vote in Congress, as under the Articles of Confederation. Its acceptance would have doomed plans for a strong national government and minimally altered the Articles of Confederation.
VA plan: he Virginia Plan was a proposal to the United States Constitutional Convention for the creation of a supreme national government with three branches and a bicameral legislature. The plan was drafted by James Madison while he waited for a quorum to assemble at the Constitutional Convention of 1787.
