This law is the Education for All Handicapped Children Act. This law requires that all students with disabilities must be provided with free and appropriate education (F.A.P.E.). They must have the L.R.E, least restrictive environment and an I.E.P., individual education plan. This lead to mainstreaming of deaf students with special instruction. Deaf students probably felt isolated in schools. They were surrounded by people who did not speak their language. Deaf students could not be part of the classroom in the way that hearing students could.
