The Monroe Doctrine was the best-known U.S. policy made in the Western Hemisphere. In a message delivered to Congress by President James Monroe in December 1823, the doctrine warns European nations that the United States would not tolerate colonization or puppet monarchs. This indicated a break between the New World and the autocratic Europe. The U.S. stayed out of European affairs for almost 100 years.
