Milan surrendered to Charlemagne and the Franks in 774, with the aristocracy and majority of the clergy taking refuge in Genoa. Milan's domination under the Franks led by Charlemagne did nothing to improve the city's fortune. The city's impoverishment increased and Milan became a country seat.
