22 апр 1861 г. - Pro-Confederate mob in Maryland attacks troops moving through Baltimore
Описание:
-war's first combat deaths (3 soldiers, 9 civillians)
-Maryland secessionists destroyed railroad bridges/telegraph lines-> Lincoln ordered Union troops to occupy the state+arrest Confederate sympathizers (and legislators) (they were not released until Nov 1861)
significance: Union had control of Maryland's gov, bitter debate over this suspension of habeas corpus (protects citizens from arbitrary arrest. Lincoln said he could because it said so in the case of rebellion/danger to public safety), precedent for Lincoln suspending Habeas corpus throughout the war during which Republcians and Democrats bitterly disagreed over his actions
