sentiment: Jefferson Davis (confederate pres) denounced it. Democrats said it was unconstitutional (feared slave uprisings and African Americans "taking" white ppl's jobs). Democrats said if they wanted abolition, they should just leave the south alone then. Republicans still have a majority in the House, Lincoln refused to retreat.

needed a battlefield victory to enforce emancipation. Burnside (replaced McClellan) was incompetent. He lost in Fredericksburg Virginia, so he was replaced with unsuccessful Hooker. This and Fredericksburg made the COnfederates optimistic and gave them a stalemate in the East.


-abolitionists were worried it would lose force at the end of the war since it is based on Lincoln's wartime poers.
