Sten Nightstrewn was a peaceful man, but he was very adamant on the fact that if he was to rule, his subjects would not live under roofs of straw and walls of cobbled lumber.
As he himself was a Mason trained by the masters at Spear of the Plains, Sten decreed that one of the many fortresses strewn about the mountainside would be given a new purpose as a haven for those in pursue of knowledge regarding the edification of great keeps and the lay of spanning cities. The Fortress that would bequeath itself to the cause was Dovak Vourenkrieg, whose master would study under Sten and his minsters to become the First Chancellor in Head of the newfound institution.
