- This occurred four days after the opening of the First Duma
- The laws reasserted the Tsar's autocracy and announced that no law could come into fruition without his consent
- The laws removed the sharing of power with an elected Duma as the October Manifesto had promised
- State Council was announced, which was an upper chamber of the Duma in which Nicholas could elect half of its members
- Tsar reserved the right to declare war
- Appoint government ministers
- Control Orthodox Church
- Tsar could also dissolve Duma
