Almost a month after the assassination of Franz Ferdinand, Austria-Hungary delivered an ultimatum to Serbia, in which the terms were so harsh that there would be no way the Serbs would ever accept them. Austro-Hungarian foreign minister Leopold Graf von Berchtold deliberately made the terms so harsh because Germany, by delivering their "Blank cheque", unintentionally signalled that they wanted war, which meant that Berchtold could behave as recklessly as he wanted. Besides, the ultimatum was a move designed to weaken Serbia as a threat to Habsburg control of the northern Balkan region.
