Ho Chi Minh, leader of the Viet Minh organisation, declared Vietnam's independence on September 2, 1945, at Duc Anh Ba Đình Square, under the new name of the Democratic Republic of Vietnam (DRVN), in a speech which enforced the United States Declaration of Independence and the French Revolution's Declaration of the Rights of Man and of the Citizen. Ho addressed multiple letters to the US administration, requesting recognition as the government of Vietnam and extending goodwill to America, but none were ever responded to.
