President Harry S. Truman remembered how the policy of appeasement had failed German aggression and led to the beginnings of World War II and did not want history to repeat itself. He therefore announced that the United States would aid South Korea in their fight against the North Koreans. Within days of this announcement, the United Nations back the United states decision and planned to restore international peace to the area. The Soviet Union would have vetoed this decision, but was absent for the vote due to previous boycotts of the UN not recognizing the People's Republic of China on the Security Council. The American troops fighting with the South Koreans were simply occupation troops who were shipped over from Japan; they had no formal training for the struggles that they would encounter in Korea. South Korean and American troops held the southeast corner of the peninsula.
