While black people had gained the right to vote, laws with blatant racism were passed to hinder black people's ability to exercise their rights. for instance, a tax was placed on voting fro black people and they had to pass a literacy test to vote. Black people were also confined to separate schools, neighborhoods, public utilities, etc.
