Special Commission of Eminent Men Will Study Needs of Country. TO TAKE MEDICAL SUPPLIES William B. Thompson, Financier, and Dr. Frank Billings of Chicago In Charge of Investigation.

Henry P. Davison, Chairman of the Red Cross War Council, announced yesterday that a special Red Cross Commission is to be sent to Russia as the first step of the plan of the relief organization to "do something immediately to hearten" that country.
