Cause (International): Calls for a cessation of hostilities between China and Japan failed; President Herbert Hoover had rejected economic sanctions in principle; US suspicious of Japanese methods in conquering territory.

Effect (International): US Secretary Stimson issued Stimson Doctrine stating no territories acquired through force would be recognized as legally valid.

Cause (Domestic): Japan conquered Manchuria in 1931 through military force.

Effect (Domestic): Stimson Doctrine proved somewhat ineffective, as Japan continued to exert military force on China and acquire more territory.
