This was a national change in economic policy that moved away from war communism and centralization. It was introduced on March 21, 1921. The war communism that made the government own and use everything and increased nationalization had left the nation on the brink of economic crisis. In order the keep their power, the Communist Party knew that they would have to make changes. This new policy included having private owners now run some agriculture, some light industry, and some light trading. Despite this, the government maintained control of banks, heavy industry, foreign trade, and more. This attempted to help the people of Russia recover from the devastations of the wars and revolution. This attempted to bring back some freedom to the people of Russia who were hurting badly after years of wars, revolutions, and poverty. This also was meant to secure Lenin's power over the government to ensure that there would not be a revolution against him. It was to keep Lenin's power as well.
