These were plans that contained short-term economic goals and ideals that the leadership of the country would support by using quotas. These were used in Russia to try to bring back Russia from the poverty and economic hardships that came with the wars and revolutions. The first of these five year plans was implemented by Joseph Stalin in 1928 to 1932. This first plan in 1928 snowballed into all of the other five year plans. This plan had goals including to increase heavy industry and to consolidate, or combine agricultural centers together. This was known as collectivization. The second five year plan from 1933 to 1937 involved the same basic goals of the first one. These plans left many Russians starving to death. The third plan from 1938 to 1942 involved the production of more military products as well as the goals of the first plan. The fourth plan from 1946 to 1953 involved the buildup of Russia’s military strength as well as increasing heavy industry. The implementation of the first plan is when these plans began to start and work.
