30 дек 1991 г. - 108 heads of state, 2,400 representatives of nongovernmental organizations, and more than 10,000 on-site journalists converged in Rio, along with 17,000 other individuals who would convene in a parallel NGO forum, to address the problem of climate change. Bush Sr. flew in and signed the U.N Framework Convention on Climate Change, which committed its signatories to preventing “dangerous anthropogenic interference in the climate system.”
