In direct response to the Intolerable Acts set in place the same year, of which punished Massachusetts for its rebellion, a Congressional Meeting was organized between twelve of the thirteen colonies' representatives. As a whole, the meeting was more of a debate on how to appeal to the King, and gain rights and representation for the colonists. Some were intent on boycotting Britain, but as it was decided that they could not handle doing so financially, they instead sent a letter to the King dictating their grievances. While the letter would go ignored, the understanding that America intended to represent itself at all costs was now potent amongst all the colonies.
