Responding to piracy in the Celestial Sea, the sixth Emperor Chin of the Hai Dynasty of Shou Lung proclaims the Scattering of Winds, a demand that the warlords of Wa swear allegiance to Shou Lung emperor. Wa declines, and Wanese emperor Gokami gathers a fleet.

-[Shou] Pirate activities in the Celestial Sea result in proclamation by sixth Emperor Chin of the Hai Dynasty of the "Scattering of Winds," demanding the warlords of Wa swear fealty to the emperor. They refuse, the emperor begins massing his fleet.
