- Bengal and Punjab assemblies to decide on partition. Both will meet in 2 different groups, Hindus and Muslims. If a simple majority of either side supports partition of them then it will be done
- Sindh to take its own decision
- Referendum to be held in NWFP and Sylhet district
- 2 Dominion to be created if partition with 2 constitutional assemblies
