- Federal Constitution with residual powers to provinces
- Provincial Autonomy
- No CAA by the center w/o concurrence of states
- adequate representation of Muslims --> not reducing to minority
- 33% representation at the center legislature
- Any cabinet either at the center or state --> 33% Muslims
- separate electorates(different from Nehru Report)
- no bill to be passed if 75% of minority communities consider it to be against their interests
- Any territorial redistribution not to affect the Muslim majority in Punjab, Bengal, and NWFP
- Separation of Sindh from Bombay
- Full religious freedom to all communities
