PARIS, June 15. — A Cabinet Council has been called for tomorrow morning to consider the measures to be taken to safeguard the interests of the French holders of Dawes and Young bonds. Although the government's action will not be officially known until then, the Ministry of Finance took pains to issue a reassuring communique today promising that French rights would be fully protected.
